Pres. Duterte’s directive not to require OFWs to pay premiums to go through Congress

House Committee on Health Chair Angelina Tan said that the directive ordered by President Rodrigo Duterte has to go through congressional deliberations.

“I believe it has to go through ongress. I think yung statement ni President, parang to guide ang Congress mag-act on the problem na kinakaharap natin ngayon. Kaya immediately mag-schedule kami ni Senator Bongo para magpatawag ng meeting with PhilHealth, DOLE, POEA, and OWWA para tignan,” she was quoted as saying by GMA News online.

Recently, PhilHealth announced the 3% hike on insurance premiums and made mandatory for all OFWs. PhilHealth said that the rapid increase was mandated in the Universal Health Care (UHC) Law, which the president signed last February last year.

Tan also revealed that OFWs are not the only individuals who were classified as ‘direct contributors’. She said that those self-earning and professional practitioners are also considered direct contributors in the law.

“May mga other members doon na direct contributors na puwedeng magco-complain din sila na bakit sila mandatory tapos ang OFW ay gagawing voluntary lamang. Kasama sa direct contributors din natin yung maliliit din na mandatory din na sinisingilan. May mga tindahan at marami pang iba,” she added.
